Fernando Ulrich, à margem da apresentação dos resultados do BPI relativos ao primeiro semestre de 2009, diz que o novo decreto-lei "acrescentou normas que não existiam e que não permitiam ir pelo caminho que se está a seguir". "Lamento que este decreto-lei tenha sido publicado, porque esta não é uma maneira de se trabalhar", refere Ulrich, apelando a que o Governo e o primeiro-ministro, José Socrates, "pensem no assunto com cabeça fria". Para o presidente do BPI, a banca não teve qualquer informação sobre a situação efectiva do BPP, o sector financeiro nunca teve qualquer indicação da parte das autoridades competentes sobre as operações em que o banco entrou e os seus problemas não poderiam constituir riscos sistémicos. "Mas o novo decreto-lei transforma o caso do BPP num problema sistémico e configura uma situação em que os restantes bancos que lhe são concorrentes terão de pagar parte dos prejuízos do BPP, o que não se pode aceitar", diz Ulrich. "O caminho que se está a seguir não contribui para criar a confiança necessária ao funcionamento do sistema financeiro", considera Ulrich. "E estas regras criam o precedente da banca ter de pagar os erros cometidos por uma ovelha negra", diz. O BPI está a avaliar juridicamente o novo decreto-lei e tomará posteriormente uma posição mais fundamentada sobre o assunto.

Death toll in south Russian bus accident rises to 21 24/07/200917:02. ROSTOV-ON-DON, July 24 (RIA Novosti) - The death toll in the south Russian road accident involving a car and a tank truck has risen to 21, a spokesman for the region's health ministry said on Friday. A Kamaz petrol tanker crossed into the opposing lane and collided head-on with a Mercedes bus at 12:48 Moscow time [08:48 GMT] on the Don Federal Highway, some 60 km from the regional capital, Rostov-on-Don. Nineteen people were killed immediately, two later died in hospital. "The force of the impact was so great that the cars turned into piles of scrap metal," an eyewitness told RIA Novosti. "It was impossible to determine the types of vehicles that crashed." The local emergency said nine people were injured, while the region's health ministry says eight people were taken to the region's hospitals, all of them in a serious condition. Russian Interior Minister Rashid Nurgaliyev, who is currently on a working visit to another south Russian region, the Krasnodar Territory, has assumed personal control of the accident investigation. "The minister assumed personal control over the investigation into the bus accident in Rostov Region," an interior ministry spokesman said. The minister has also instructed the head of the federal road police department, Col. Gen. Viktor Kiryanov, to visit the crash site and give an initial report on the investigation. The network of Russian highways is one of the world's longest, but only 20% of regional roads meet international safety standards. The 1,167-km Don Federal Highway (M4), which links the capital with southern Russian regions and port cities, is considered one of the country's most dangerous. At least 3,000 people are killed in accidents on the highway each year during the summer months, when the mostly two-lane road suffers from heavy congestion caused by summer vacationers on the way to Black Sea resorts, and by trucks transporting southern fruit to densely populated central and northern areas.

Four prisoners escaped from a jail outside the Belgian city of Bruges in a hijacked helicopter, authorities said. Media reports said the escapees flew to the town of Aalter, then seized a black Mercedes and robbed a service station before heading for the Belgian coast. A Justice Ministry spokesman said no one had been hurt, and that the jailbreak had not been from a high-security wing. However, Belgian media said the escapees included one of Belgium's most dangerous criminals, Ashraf Sekkaki, who had more than 16 convictions for violence, including kidnappings for ransom. In October 2007, Nordin Benallal, a self-styled "escape king" with convictions for armed robbery and carjacking, broke out of Ittre prison south of Brussels after armed accomplices landed there in a hijacked helicopter. The helicopter was immediately crowded by other prisoners and crashed. Benallal and his cohorts then seized two prison warders as hostages and fled in a car parked nearby. He was recaptured in the Netherlands three days later.
