China National Petroleum Corp, the country’s largest oil and gas producer and supplier, said on Wednesday it had received a $30bn loan from a state-owned bank in a big boost to its war chest for securing overseas resources. CNPC, parent of PetroChina, said that China Development Bank had agreed to provide the five-year loan at a discounted interest rate, which would be used to fund its “go global” strategy. Chinese oil companies have been buying overseas assets aggressively in the past few years as they try to secure new oil supplies to satisfy growing domestic demand and fulfil their ambition to become major global players. CNPC is in talks to buy a 75 per cent stake in YPF, the Argentine unit of Spanish oil group Repsol. In June, Sinopec, Asia’s biggest refiner,bought Canada’s Addax Petroleum for $7.2bn. But Chinese groups are facing growing barriers to buying oil and gas resources as the price of crude oil rises and amid signs of growing nationalisation of oil projects in developing countries with rich reserves. On Tuesday, CNPC pulled out of a deal to buy Verenex, a small Canadian oil company with assets in Libya, after the Libyan government refused to approve the deal. “It’s a very substantial amount, doubling what PetroChina has earmarked for capital expenditure this year. It demonstrates China’s ambition to beef up overseas oil supplies,” said Gordon Kwan, head of regional energy research at Mirae Asset Securities in Hong Kong.
