Guinea Asks Rusal to Return Friguia Alumina Complex Sept. 10 (Bloomberg) -- Guinea sent United Co. Rusal a letter asking the world’s largest aluminium producer to return the Friguia bauxite and alumina complex to the government, Mines Minister Mahmoud Thiam said. “It was asked of Rusal to restore the Guinean government the factory,” Thiam said. The letter was sent by the Guinean Ministry of Justice, Thiam said yesterday in an interview in Conakry, the West African country’s capital. Guinean President Moussa Camara said in April that he asked the justice ministry to consider legal action over a 2006 transaction that gave control of Friguia to Rusal. Guinea, the world’s largest bauxite exporter, was paid a fraction of the amount Friguia was valued at by consulting firms, Camara said at the time. “We have not received any letters from the Guinean government,” Rusal said in an e-mailed response to questions. “Friguia was bought by us in full compliance with Guinean legislation and we consider the plant to be our legitimate property.” Camara took power on Dec. 23 after a coup following the death of Lansana Conte, who ruled for 24 years. Conte’s government concluded the agreement with Rusal and Camara’s administration has said mining deals made with the previous regime will be probed. 2006 Accord. Rusal said in April 2006 that Guinea had agreed to let it acquire full control of Friguia. Rusal, which up to that point had operated the mine through a concession, bought 100 percent of Friguia from the state and also acquired the 15 percent it didn’t already own in Alumina Co. of Guinea, which manages Friguia. Rusal didn’t give a purchase price. Camara said Rusal paid $19 million for the assets, while consultants had valued it at $257 million. Friguia has the capacity to produce 640,000 metric tons of alumina and 1.9 million tons of bauxite a year, according to Rusal’s Web site. Bauxite is an ore used to make alumina, which in turn is used in the manufacture of aluminium. Earlier today Papa Koly Kourouma, Guinea’s minister for the environment, said that the government and Rusal had on Sept. 9 signed an agreement to allow the company to restart Friguia after it was ordered to halt last week. Rusal agreed to pay 2 billion Guinean francs ($399,000) in environmental taxes, Kourouma said. The government also said yesterday that the operations of Rusal, AngloGold Ashanti Ltd. and Crew Gold Corp. in the country will be audited. ‘Prosperous Guinea’. Nobody should see the audits as “a witch hunt,” Ousmane Kaba, the head of a government audit committee and a former finance minister, said in a televised press conference. It is about understanding who made what decision “in such and such a period,” he said. “If we do not try to know how our country was managed yesterday, we cannot claim to bequeath to our children a prosperous Guinea.”. AngloGold is working with the government, Alan Fine, a spokesman for the Johannesburg-based company, said in a telephone interview today. Bill LeClair, chief executive officer of Crew, said he wasn’t aware of the comments and therefore couldn’t comment.

GM names Magna preferred Opel bidder. Friday, September 11, 2009, AutomotiveWorld.com. After months of negotiations, General Motors has agreed to sell a 55% stake in its Opel/Vauxhall operations to the consortium of Canadian giant Magna International and Sberbank (Savings Bank of the Russian Federation). Magna and Sberbank will split the stake 50-50. GM will be left with a 35% stake in Opel while employees hold a 10% stake. This is in line with the original deal, first announced on 30 May. Belgium-listed investor RHJ International was also interested in Opel, and recently sweetened its offer. However, the German government made it clear that it would prefer Opel go to Magna and Sberbank, primarily because Magna’s proposal calls for fewer German job cuts. Both Magna and RHJ would cut a total of 10,000 jobs globally from Opel, should they acquire the unit. Many key issues have yet to be finalised, including written support from the labour unions and a definitive financing package from the German government. However, these are expected to be wrapped up in a few weeks. “The hard work over the past two weeks to clarify open issues and resolve details in the German financial package brought GM and its board of directors to recommend Magna/Sberbank,” said Fritz Henderson, GM president and chief executive. “We thank all parties involved in the intensive process of the last few months - especially the German government - for their continued support that enables this new venture. I’d also like to thank the Opel and Vauxhall customers for their continued loyalty. GM will continue to closely collaborate with Opel and Vauxhall to develop and produce more great cars, such as the new Insignia and the new Astra,” Henderson added. Under the sale agreement, Opel/Vauxhall will remain a fully integrated part of GM’s global product development organisation, giving it important economies of scale. “GM operates many joint ventures around the world and has proven in the past that this business model delivers the right balance of independence, innovation and synergies,” said John Smith, GM group vice president of Business Development. “All parties will work hard to close the deal as soon as possible,” he added. Magna chairman Frank Stronach commented that once the deal was completed, the Canadian company would “put in place appropriate ‘firewalls’ in order to ensure a complete separation between its current auto parts business and Opel so that the confidential and proprietary information of its customers is fully protected."

Coincidence: British honorary consul, John Terry, murdered in Jamaica. September 11, 2009. The honorary consul to the British High Commission in Jamaica has been found murdered at his home in Montego Bay. John Terry, 65, was discovered with a cord and an item of clothing tied around his neck outside his house in Mount Carey on Wednesday. The British official, who worked as a magistrate on the island and had been appointed MBE in the early 1990s, had also been severely beaten. A trail of bloodstains was found throughout his property. Last night David Miliband, the Foreign Secretary, led tributes to Mr Terry, who was described as a loving father and a key member of the diplomatic team in the Caribbean. He said: “Honorary consuls like John play a valuable role in our work overseas and this was especially true of John, who helped many, many British visitors to Jamaica over the years.”. Police believe that Mr Terry, who was married but separated from his wife, knew his attacker. There were no signs of forced entry at the property. However, it is believed that the killer stole his wallet and mobile telephone in an attempt to make it appear as though a robbery had gone wrong. Police would not say whether Mr Terry’s murder was thought to be linked to his work as a Justice of the Peace but they were investigating the possibility that the attack might have been homophobic after a handwritten note on his body described him as a “batty man”, local slang for a homosexual. The note also said: “This is what will happen to ALL gays.” It was signed: “Gay-Man”. The former hotel manager had worked in the island’s tourism trade for more than 30 years. At the time of his death he was working at the Half Moon Hotel in Montego Bay, a resort popular with British and American tourists. His murder has shocked diplomats, the business community and the tourism industry on the island. According to sources there, Mr Terry was well known for being highly effective and considerate when dealing with British nationals requiring consular assistance. Mr Terry, a native of New Zealand, was appointed a Member of the British Empire by the Queen in 1993. He has a brother living in Britain. His estranged wife is believed to live in Kingston, Jamaica. Les Green, Jamaica’s Assistant Commissioner for Police and a former British police officer, told The Times that he believed Mr Terry knew his killer. “This seems to be somebody who knew John Terry. There were no signs of forced entry. Whoever did this knew John Terry and he would have admitted them to the house.”

O Hospital de Santo André, em Leiria, está a pressionar os utentes para liquidarem dívidas contraídas há anos, sob pena de recusarem o acesso a serviços.Utentes do Hospital de Santo André (HSA), em Leiria, estão a ser pressionados para pagarem dívidas contraídas há anos, das quais já não se lembram, podendo verem recusada a prestação de cuidados de saúde. Numa carta dirigida a um utente, e a que a agência Lusa teve acesso, lê-se: "Após consulta dos nossos registos informáticos, está por liquidar a importância de 21,70 euros relativos a taxas moderadoras. Solicita-se a regularização da dívida em referência, por forma a darmos seguimento à requisição de transporte em ambulância para efectuar tratamento de fisioterapia no Hospital de Leiria".
