The proposals – which officials say are in the early stage of negotiations – would see CNOOC gain control more than one in six barrels of crude in sub-Saharan Africa’s biggest energy producer. CIC Buys Stake in Kazakh Energy Company. BEIJING – China Investment Corp., the country's sovereign wealth fund, said Wednesday that it paid $939 million for a stake in Kazakh oil and gas company KazMunaiGas Exploration Production . In a statement on its Web site, CIC said it bought 11% of KMG EP's Global Depositary Receipts, though it wasn't immediately clear if this would give CIC an 11% stake in the company. It marks the latest foray by CIC, which has more than $300 billion under management, into the resources sector. Already this month, CIC has invested $1.9 billion to buy "debt-like" instruments issued by Indonesian coal miner PT Bumi Resources, and agreed to buy a 15% stake in commodities trader Noble Group Ltd. for $850 million. CIC's resource plays serve a two-fold purpose. First, they dovetail with China's long-term strategic interest in securing access to natural resources. Chinese officials have pushed state-owned firms to buy overseas mining and oil assets this year as commodity prices dropped. More than China's state firms, CIC has avoided taking majority stakes in companies, preferring minority holdings. Bombardier unit signs $4B Chinese train deal. Bombardier's share of the contract is estimated at the equivalent of roughly $2 billion. The trains will be manufactured at Bombardier's production facilities in the northeastern industrial city of Qingdao, China. Engineering components and project management will be done in China and Europe. Bombardier has some 3,000 employees in China. China is currently building more than 6,000 kilometres of high-speed rail lines to create one of the most advanced rail networks in the world. The so-called Zefiro trains will have maximum operating speeds of 380 km/h and use energy-saving technology developed by Bombardier that the company claims can cut energy use by as much as 50 per cent. The first train is scheduled for delivery in 2012 and the last one will be completed in 2014. Established in 1998, Bombardier Sifang is a joint venture between Bombardier and CSRSifang Locomotive and Rolling Stock Ltd. It is focused on supplying passenger rail rolling stock for China. "It's fast to be sure, but competitive rail service demands more than just speed," Bombardier's transportation passengers division president Stéphane Rambaud-Measson said. "It's about operating efficiency, best-in-class energy consumption per passenger, reliability and rider capacity that exceeds anything else on the rails." The trains will also incorporate Bombardier's advanced ECO4 energy-saving technology, which was launched last year as part of an effort to establish rail as the most sustainable form of transportation.

Турция хочет добиться приостановки действия принципа take or pay, по которому покупатель должен платить за законтрактованный, но невыбранный газ. Но топ-менеджер "Газпрома" заверил, что монополия рассчитывает на выполнение покупателями своих обязательств. По оценкам главы East European Gas Analisys Михаила Корчемкина, в целом по трем странам "аванс" может составить $2-2,8 млрд. По словам менеджера "Газпрома", были прецеденты применения принципа take or pay по отношению к немецкому СП с BASF — Wingas и итальянскому СП с ENI — Promgaz. Но тогда через эти компании продавали незначительные объемы газа. По отношению к крупным потребителям принцип take or pay до сих пор не применялся. Brussels and Treasury officials have raised the prospect of forced divestments, through the sale of businesses, branches or loan books, which would reduce the bank’s market share by about 5 percentage points. Lloyds may have to close or sell a number of its 1,000 Halifax branches. A final decision has yet to be taken. Lloyds, which is 43.5 per cent owned by the taxpayer, has a 31 per cent share of current accounts and 30 per cent of all UK mortgages. It has 22 per cent of lending to small businesses. The Treasury hopes the disposal of Lloyds assets will encourage new entrants into banking. RBS, 70 per cent owned by the taxpayer, will be told to make disposals on a similar scale. Between them, Lloyds and RBS have received more than £40bn in direct government assistance. Under EU state aid rules, beneficiaries of government bail-outs usually have to restructure their operations to compensate for the competitive advantage they have enjoyed. Ms Kroes, who wants to reach a final decision on Lloyds and RBS before the official end of her five-year term on October 31, is growing impatient with the pace of the state aid talks. The Treasury has agreed in principle to insure £260bn of Lloyds’ toxic assets. The bank is hoping to raise cash from investors to minimise its participation in that scheme. The float is conditional on the resolution of long-running talks to restructure Rusal’s $16 billion of debt. Its banks are understood to have agreed in principle to a deal that will spread repayments over the next four years and give them rights to take up to 5% of the equity if it hits performance and repayment targets. Mikhail Prokhorov, Russia’s richest man, who owns 18% of Rusal and has made loans to the group, has agreed a debt-for-equity swap that will lift his stake to about 23%. (CNN) -- Thieves using a helicopter and explosives staged an elaborately planned, early-morning raid on a cash depot in Stockholm, Sweden, making off with bags filled with money, police said Wednesday. A helicopter landed on the roof of the G4S cash depot in Vastberga, in the southern part of Stockholm, shortly after 5 a.m. (11 p.m. ET), Swedish police said. Witness Bjorn Lockstrom first heard three loud bangs as the thieves used explosives to get into the building, he told Swedish CNN affiliate TV4. "Then I saw two men hoisting themselves down into the building," Lockstrom said. "Just minutes later, I saw how they hoisted bags of money up to the helicopter on the roof." The burglary happened only days before the 25th, the day every month when Swedes receive their monthly salary, so the depot was rife with cash. The cash depot serves automatic teller machines all across Stockholm, TV4 reported. Sources told TV4 the thieves could have gotten their hands on several hundreds of millions of kronors, the equivalent of tens of millions of U.S. dollars. TV images from the scene showed a gray helicopter circling the building and then flying away. The thieves flew south after they had loaded the helicopter with the bags, according to a statement from police. One person was taken into custody later in the day, a spokesman for the Stockholm Police told a news conference Wednesday afternoon. "The individual was arrested by police in a Stockholm suburb today," he said. The person is currently being questioned. Rio Tinto asset disposals reach $7bn. September 22 2009 08:30. Rio Tinto on Tuesday said the value of agreed asset disposals in the past 18 months had risen to $7bn, following the sale of Alcan Composites, its maker of specialist composite materials, for $349m. The disposal of the business to Schweiter Technologies, a Swiss-listed machinery maker, forms part of the Anglo-Australian mining group’s debt reduction strategy. In 2007, the group made an ill-timed purchase of Alcan, the North American aluminium group, for $38bn. Rio had always planned to sell off Alcan’s non-core packaging operations but the disposals were disrupted by the financial crisis, which led to sharp reductions in asset valuations. “In the last three months we have made significant inroads into divesting the downstream assets acquired with Alcan, including offers or agreed sales for the majority of Alcan Packaging and Cable,” Guy Elliott, Rio finance director, said. Rio last month said it had received a $2bn offer from Australia’s Amcor for a large part of Alcan Packaging, including its pharmaceuticals, tobacco, and European and Asian food businesses. That deal followed the sale of Alcan’s American food packaging business to Bemis for $1.2bn. Last week, Rio announced the sale of 56 per cent of Alcan’s engineered products cable business to Platinum Equity for an undisclosed price. Alcan Composites is a materials manufacturing business focusing on sectors including display, architecture and wind energy. Mr Elliott said Schweiter was positioned to develop the business and the sale would realise value for Rio shareholders. Alcan Composites generated earnings before interest, tax, depreciation and amortisation of $54m on sales of $649m in the year to August 2009. The sale to Schweiter is expected to close by the end of the year and is subject to regulatory approvals and employee consultations. Rio’s London-listed shares were 50p or 1.9 per cent higher at £26.94 in early trading on Tuesday.

George Osborne, shadow chancellor, was drawn into an increasingly personal war of words over public spending on Sunday, after he said Labour had a secret tax-raising agenda and had completed a U-turn over education cuts. Russian President Dmitry Medvedev is expected to discuss the economic crisis during the first state visit by a Russian president to the Swiss Confederation.

AFP - Russian President Dmitry Medvedev has arrived in Zurich on the first state visit of a Russian president to Switzerland, a member of the Russian delegation said Monday. Accompanied by his wife Svetlana Medvedev, the Russian leader was met by Hans-Rudolf Merz, the Swiss president and finance minister, as well as Foreign Minister Micheline Calmy-Rey at Zurich Kloten airport. During his visit, Medvedev is expected to discuss the economic crisis, bilateral issues and the reform of the G20 with his Swiss counterpart. The two heads of state are also expected to broach topics surrounding "security policies in Europe in reference to Switzerland's mandate as a mediator between Russia and Georgia," a Swiss government spokeswoman had said. Bern has been representing the interests of the two countries in their respective capitals. Economic issues are also expected to feature in Medvedev's programme, with a meeting scheduled Monday afternoon with Swiss and Russian businesses. Merz had earlier highlighted the growing economic importance of Russia to Switzerland in an interview with Swiss newspaper Le Temps, noting that some 600 Swiss companies have interests in the Russian market. Russian imports stand at about one billion Swiss francs (650 million euros, 971 million dollars) a year while exports are at three billion francs. On the second day of his two-day visit, Medvedev is expected to visit central Switzerland, in the footsteps of Russian geneval Alexandre Souvorov, who in 1799 crossed the Alps from Italy to cut off the advance of Napoleon's troops. В Черкесске убит известный борец с ваххабизом, ректор Исламского института Исмаил Бостанов. Неизвестные расстреляли его автомобиль, в котором он ехал с сыном из мечети. На месте происшествия работает оперативно-следственная группа. По факту убийства возбуждено уголовное дело по статьям «убийство» и «незаконное ношение оружия». На жизнь Бостанова покушались и ранее: в 2006 году он был ранен в бедро и получил множественные ножевые ранения. В воскресенье утром в Черкесске был убит заместитель председателя духовного управления мусульман Карачаево-Черкесии и Ставрополья, ректор Исламского института Исмаил Бостанов. Как сообщили «Интерфаксу» в правоохранительных органах Карачаево-Черкесии, убийство произошло во время остановки его машины в центре города на светофоре. В этот момент неизвестные обстреляли автомобиль. В результате полученных ранений Бостанов погиб, а его сын получил ранения и был отвезен в больницу, где ему делают срочную операцию. На месте происшествия работает оперативно-следственная группа. Обстоятельства покушения устанавливаются. O início do julgamento de alegada viciação de classificação de árbitros de futebol e observadores nas épocas de 2002/03 e 2003/04, processo que resultou de certidão extraída do Apito Dourado, foi adiado para Fevereiro de 2010. A primeira sessão do julgamento na 2.ª Vara Criminal de Lisboa estava prevista para 30 de Outubro, mas o juiz Carlos Alexandre, que pediu exclusividade neste processo em que 16 arguidos são indiciados da prática de crime de falsificação de documentos, entendeu adiar a audiência. Pinto de Sousa, presidente do Conselho de Arbitragem da Federação Portuguesa de Futebol (FPF) de 1983 a 1989 e de 1998 a 2004, é um dos arguidos neste processo, acusado da prática de 144 crimes de falsificação de documentos. António Henriques, António Azevedo Duarte, Luís Nunes e Francisco Costa, conselheiros do órgão da FPF presidido por Pinto de Sousa de 1998 a 2004, também serão julgados no âmbito deste processo. O responsável pela informática da FPF, Paulo Torrão Gonçalves, os observadores João Penicho, Paulo Pita da Silva, José Marques Mendonça, António Fernandes Resende e João Henriques e os árbitros Manuel Nabais, Manuel da Cunha, Joaquim Soares, Marco de Castro Santos e António Fernandes completam os arguidos.
