Rusal sets $2.6bn IPO goal. Published: December 31 2009 03:12 | Last updated: December 31 2009 10:09.UC Rusal, the aluminium group controlled by Oleg Deripaska, the Russian billionaire, is planning to raise up to $2.6bn in its Hong Kong initial public offering next month. The Russian company will sell 1.61bn shares at HK$9.10 to HK$12.50 each, according to its 1,141-page listing prospectus, as it seeksfunds to repay $14.9bn of debt. The offering is equivalent to about 10.6 per cent of company equity, giving Rusal a market valuation of as much as $24.3bn. Rusal’s IPO, which would be the first listing by a Russian company in Hong Kong, is vital for the highly geared company as it comes at a time when the global aluminium industry is suffering from significant overcapacity and falling demand. In the first half of this year, the company made a loss of $868m, compared with a profit of $1,4bn in the same period in 2008, according to the prospectus. The company said it did not meet the Hong Kong exchange’s profit requirement for listing, but said it was accepted on the basis of its large prospective market capitalisation, annual revenue of more than HK$500m and positive operating cash flows. Rusal said its net profit for this year would be “unlikely to be less than” $434m. Rusal has enlisted the support of four cornerstone investors, who will buy nearly 40 per cent of the shares on offer, or a 4.2 per cent stake in the company. VEB has agreed to subscribe for 477m shares, worth as much as $764m. Paulson & Co, a New York hedge fund, has committed to invest $100m. Banking scion Nathaniel Rothschild and Robert Kuok, the Malaysian Chinese billionaire, are investing $50m and $20m respectively. Mr Deripaska’s stake in the company will fall from 53.35 per cent to 47.59 per cent after the IPO. The shares, which will be priced on January 22, are scheduled to begin trading on January 27. Rusal said all net proceeds would be used to reduce debt and satisfy other obligations to its creditors. The company’s $16.8bn debt restructuring, which extended the maturing of its debt obligations until 2013, has imposed strict restrictions on Rusal’s ability to expand its business or pay dividends, according to the prospectus, with no possibility of a dividend pay out at least 2013. “The group continues to have significant debt obligations and is subject to stringent covenants and repayment schedules that severely limit its operations and ability to incur new financing,” Rusal said. Rusal’s application to sell shares in Hong Kong has been controversial and rushed. It was initially held up by the Hong Kong Stock Exchange’s listing committee, which vets all IPOs. The committee was concerned about a $4.5bn loan from VEB, the Russian state bank, which was due in October 2010. Committee members extended conditional approval on December 18 only after Sberbank, Russia’s largest bank, said it would take on the VEB loan and extend its tenure until 2013. Hong Kong’s market regulator, the Securities and Futures Commission, also took the unprecedented step of insisting on minimum investment thresholds for the IPO. Rusal can only sell the IPO to investors who subscribe for at least HK$1m worth of shares. Following the listing, shares will be traded in board lots of at least HK$200,000 each. The prospectus provides detailed information about Mr Deripaska, the company’s high profile chief executive, including that the US and Canada refused to grant him a visa in the past and recounting a long-running court case between him and Michael Cherney, a former business partner. BNP Paribas and Credit Suisse are joint sponsors, global coordinators and bookrunners of the deal. Bank of America-Merrill Lynch, Bank of China International, Nomura, Renaissance Capital, Sberbank and VTB Capital are joint bookrunners.

IMF frees up $2bn for Ukraine. December 31 2009 12:50. The International Monetary Fund gave the green light to Ukraine to lower its minimum international reserve requirement, freeing up $2bn from central bank coffers to pay Russian natural gas bills and keep the cash-crunched country financially-afloat ahead of a hotly contested presidential election. The announcement late on Wednesday helped further to defuse fears in Europe that gas supplies could be cut off again as they were during last January’s Moscow-Kiev spat, should recession-ravaged Ukraine fail to cover multi-billion-dollar import bills in coming months. “The IMF Executive Board agreed to the government’s request to modify the performance criterion on Net International Reserves, as specified in the current Stand-By Arrangement, to lower the end-December NIR floor by about $2bn,” said Max Alier, the IMF’s resident representative to Kiev. “This important step will enable the Ukrainian authorities to use existing resources to make external payments due – including gas payments – within the framework of Ukraine’s programme with the Fund.” The IMF has helped keep Kiev afloat since the global financial crisis, providing $11bn in support as Ukraine’s gross domestic shrank by 15 per cent. But the fund froze assistance in November due to lacklustre reforms and political infighting in Kiev. Mr Alier said that fresh aid hangs on the ability of Ukraine’s leadership to demonstrate consensus and adopt a fiscally prudent 2010 budget. Ukraine’s request in December for a fresh $2bn emergency loan was turned down, and the IMF has sought to keep its distance from the country’s messy pre-election politics. Kiev’s political leaders are bitterly divided, with president Viktor Yushchenko, prime minister Yulia Tymoshenko and ex-premier Viktor Yanukovich all campaigning in a January 17 presidential election campaign. Ms Tymoshenko’s opponents have accused the IMF of being too soft on her government. Ms Tymoshenko accuses opponents of trying to cash-starve her government and undercut her presidential bid by sabotaging cooperation with the IMF. The political temperature is not expected to cool down until after a second round run-off is held in February. Wednesday’s decision marks continued flexibility by the IMF in dealing with Kiev. It should help keep Ms Tymoshenko’s government afloat with just enough cash from central bank reserves that were built up with IMF funds after the global financial crisis struck.

Tiroteio em centro comercial na Finlândia faz 4 mortos (em actual.). Kazakhstan denies Iran uranium deal: ministry. (AFP) – 55 minutes ago. The strident denial came a day after the United States, reacting to media reports that a deal between Kazakhstan and Iran was close to being sealed, warned that such a transfer was prohibited under UN sanctions on Iran. "The transfer of uranium to Iran is prohibited, unless the uranium in question is low enriched and the uranium is incorporated in assembled nuclear fuel elements for use in light water reactors (LWRs)," US State Department spokesman Ian Kelly said in Washington. Concern over Iran's nuclear plans is again rising and on Tuesday Washington warned Tehran that December was "a very real deadline" to accept a UN-drafted deal to swap enriched uranium for nuclear fuel or face more sanctions. The United States and some other Western countries suspect Iran is seeking to develop nuclear weapons under the guise of a civilian nuclear power program. Tehran adamantly denies this, saying its nuclear programme is strictly for the production of energy. Kazakhstan, which on January 1 becomes the first ex-Soviet republic to take the helm of the Organisation for Security and Cooperation in Europe (OSCE), stressed that it is committed to international nuclear non-proliferation rules. "Kazakhstan is firmly committed to the principles of nonproliferation of weapons of mass destruction and tough control over the turnover of dual use materials," the foreign ministry statement said. It noted that Kazakhstan had renounced the world's fourth-largest nuclear and missile arsenal -- a stockpile it inherited from the days it was part of the Soviet Union -- and had shut down its Soviet-era nuclear test site. The Central Asian state also called on the Vienna-based UN nuclear watchdog, the International Atomic Energy Agency (IAEA), to weigh in publicly on the reports saying Kazakhstan was to ship uranium to Iran. "Kazakhstan expects the IAEA to give an appropriate assessment of the information being disseminated by the news media," the statement said. It said all operations involving nuclear materials, "including our cooperation regarding peaceful use of atomic energy with foreign countries, are subject to IAEA comprehensive safeguards." Separately, Kazakhstan said Wednesday it had become the world's largest producer of uranium, overtaking Canada, after it increased production by 63 percent in 2009 compared to last year. Kazatomprom said in a statement it had mined 13,500 tonnes of the radioactive metal as of December 21 and will have mined at least another 400 tonnes by year's end. Citing the Ux Consulting Company, a US nuclear consulting company, the statement said Canada was expected to produce 9,934 tonnes of uranium and Australia 8,022 tonnes this year. Kazakhstan plans to increase production to 18,000 tonnes in 2010, Nurlan Ryspanov, Kazatomprom vice-president said in a statement. "The republic will gain the leading position in uranium mining at the time of maximum demand for it," Ryspanov said.

Bashneft is a Russian oil refining company one of the largest producer of oil products in the country. The company operates 140 oil and natural gas fields in Russia and has an annual oil production of 16 million tonnes. Bashneft owns three oil refineries located in Ufa with a combined capacity of 820,000 bbl/d (130,000 m3/d) and 100 petrol stations. Computer hackers this week said they had cracked and published the secret code that protects 80 per cent of the world’s mobile phones. The move will leave more than 3bn people vulnerable to having their calls intercepted, and could force mobile phone operators into a costly upgrade of their networks. Karsten Nohl, a German encryption expert, said he had organised the hack to demonstrate the weaknesses of the security measures protecting the global system for mobile communication (GSM) and to push mobile operators to improve their systems. “This shows that existing GSM security is inadequate,” Mr Nohl told an audience of about 600 people at the Chaos Communication Congress in Berlin, a four-day conference of computer hackers. Mr Nohl is due to run a practical demonstration of the code book at the conference on Wednesday. Mr Nohl, a widely-consulted cryptography expert with a doctorate in computer engineering from the University of Virginia, waged a similar campaign this year which caused the DECT Forum, a standards group based in Bern, to upgrade the security algorithm for 800m cordless home phones. The hacked GSM code could compromise over 3bn people in 212 countries. It does not affect 3G phone calls, however, which are protected by a different security code. The GSM Association, the industry body for mobile phone operators, which devised the A5/1 encryption algorithm 21 years ago, said they were monitoring the situation closely. “We are concerned but we don’t believe it will result in widespread eavesdropping tomorrow, or next week or next month,” said James Moran, security director of the GSMA. “The reality is that a practical attack is beyond the capabilities of the vast majority of people,” he said. However, security experts disagreed, saying that cracking the code significantly lowered the bar for intercepting calls. “A year ago it would have required equipment costing hundreds of thousands of dollars, and serious expertise to listen in to a call,” said Simon Bransfield-Garth, chief executive of Cellcrypt, a mobile phone encryption company. “Today it is going to require $1,500 of network equipment and a computer. It is getting down to a mainstream price tag and moving to the point when it will be straightforward to do.” Mr Moran said that if the hack was thought to pose a serious practical threat, the GSM Association could force all GSM operators to upgrade their security systems to use a stronger form of encryption. The GSMA has done this once before, in 2004, when security flaws were discovered in another security code, known as A5/2, and operators across Latin America, Asia and Africa were forced to upgrade their networks. A security upgrade could prove very costly, however, as some operators would have to replace their old base stations completely, Mr Moran said. The A5/2 upgrade, for example, took about 18 months. A decision on whether to upgrade to a stronger code could be taken at the next meeting of the GSMA security group in February.

It’s for the majority just a jungle or in best situation – the naked words or the technicality with which people must live. In any way, we all can find theirs meaning in the Wikipedia. No. I speak here about rational investigation of human decision-making. Like the Austrian economist Ludwig von Mises did. 70 years ago. Not because I’m the Austrian or Ludwig, but because I’m was dreaming with the EU trying to obtain my consent in the take away from the internet all my remarks, comments and notes. Rio de Janeiro, 18 dez (EFE).- A Companhia Siderúrgica Nacional (CSN) anunciou hoje na bolsa de Lisboa uma oferta pública para adquirir 100% do capital da Cimentos de Portugal (Cimpor) por 3,864 bilhões de euros (US$ 5,535 bilhões) e explicou que sua intenção é criar uma gigante mundial no ramo de cimento. "A aquisição da Cimpor contribuirá para a formação de uma das maiores empresas produtoras de cimento do mundo, com capacidade de produção de 36 milhões de toneladas anuais de cimento", explicou a CSN em comunicado enviado à Bolsa de Valores São Paulo para justificar sua proposta de compra. A CSN disse estar disposta a pagar 5,75 euros (US$ 8,23) por ação da Cimpor, valor 5% superior ao do fechamento de quinta-feira, o que eleva o preço do negócio para 3,864 bilhões de euros. Como a siderúrgica teria que assumir a dívida de cerca de 1,8 bilhão de euros (US$ 2,579 bilhões) da Cimpor, a operação custaria a CSN cerca de 5,7 bilhões de euros (US$ 8,167 bilhões). Apesar de ter seus negócios concentrados na siderurgia e em parte em mineração e logística, a CSN inaugurou em maio deste ano sua primeira fábrica de cimento em Volta Redonda (RJ) e tem planos para alcançar em 2011 uma produção de 2,5 milhões de toneladas. Segundo o comunicado da CSN, a Cimpor opera em 13 países da Europa, Ásia, América do Sul e África; é líder de seu setor em Portugal, Cabo Verde e Moçambique, e tem importantes participações nos mercados de países como Espanha, Egito, China, Turquia, África do Sul, Tunísia, Marrocos, Índia e Peru. A Cimpor é a terceira empresa no mercado brasileiro em vendas e a quarta em capacidade de produção. A CSN espera concluir 2009 com uma produção de 300 mil toneladas de cimento e prevê aumentar sua produção para um milhão de toneladas em 2010 e 2,5 milhões de toneladas em 2011. Glencore, the world’s dominant commodity trader, has taken its first step towards becoming a public company by issuing up to $2.2bn in convertible bonds to strategic investors in the US, Singapore and China. The issue, which values the publicity shy, Switzerland-based company at $35bn, has been taken up by First Reserve, the US-based private equity group which focuses on natural resources, GIC, Singapore’s sovereign wealth fund; US-based BlackRock; and Zijin Mining Group, the Chinese miner. “This is a clear step towards an initial public offer,” a commodities banker said. “The mix of investors is the typical you expect in a pre-initial public offering operation.” Glencore said in a statement that the bonds were convertible “into Glencore shares upon a qualifying IPO or upon other pre-determined qualifying events”. An IPO would trigger massive windfall gains for many of Glencore’s employees, who own the firm, including Ivan Glasenberg its South African chief executive. However, a flotation is unlikely in the short term as the trading house could wait for a bigger rise in commodities prices to achieve an even higher valuation, according to people familiar with the trader. “As economic growth resumes, the outlook for most commodity markets is continuing to improve,” Glencore said in a statement. Bankers said that the company’s estimated $35bn valuation was above the current market’s expectations. Glencore dwarfs its rivals in terms of size and the number of raw materials it trades. It also owns a variety of mining assets and companies. The value of its 34.5 per cent stake in Xstrata, the blue-chip mining company, has risen from £2.2bn ($3.5bn) to £10.9bn this year. Glencore’s net income more than halved in the first half of the year to $1.12bn, down from $2.63bn in the same period of 2008 due to the drop in commodities prices. Revenues dropped to $45.2bn. The proceeds of Glencore’s capital raising could enable it to buy back from Xstrata the prized Prodeco coal complex in Colombia. Glencore agreed to sell this asset to Xstrata for $2bn in January to take up its share of Xstrata’s rights issue. The company’s increasing openness further moves it away from its roots under Marc Rich, the oil trader who founded Glencore in 1974, but later sold out to management. In 1983, Rudolph Giuliani, then a US prosecutor, indicted Mr Rich for tax evasion and he became a fugitive in Switzerland. On leaving office in 2001, President Bill Clinton pardoned Mr Rich. The association with Mr Rich, while severed long ago, added to the company’s reputation as a secretive player with “black box” strategies and positions.

Alrosa appointment signals change. Alrosa announced on Tuesday that it has appointed Vasily Grabtsevich as a special senior executive for managing relations between the two controlling shareholders of the company, the federal government in Moscow and the Sakha republic government in Yakutsk. The federal government controls almost 51% of the closed shareholding of Alrosa; Sakha controls 40%. The creation of the new executive post at the vice president level, and the naming of a trusted subordinate of regional president, Vyacheslav Shtirov, indicates the extent to which the new Alrosa CEO, Fyodor Andreyev, is intent on eliminating informal mechanisms and mediators, who have dominated the sensitive inter-government relationship under previous chief executives, Alexander Nichiporuk and Sergei Vybornov. It also appears to be the first public signal that the behind-the-scenes power of Otar Marganya has come to an end, as Alrosa sources have also claimed. Marganya, officially an executive of state bank VTB, was the acknowledged grey cardinal of the company and advisor of the board chairman, Finance Minister Alexei Kudrin. Insiders believe Marganya helped orchestrate the replacement of Nichiporuk with Vybornov in February 2007. Marganya's influence has waned as a result of the ouster of Vybornov in July of this year. Grabtsevich, 59, comes from Belarus, and trained as a civil engineer in the Siberian city of Tomsk. Since 1976, he built almost his entire career in diamond enterprises of the Sakha republic, save for a three-year stint building power stations in Cuba. In 1998 he became deputy head of the Mirny regional government, and from 2002 a senior member of the Sakha government. His rank until this month was first deputy chairman of the cabinet under Shtirov. Andreev's announcement says Grabtsevich "will supervise issues of the interaction between the public authorities of the Russian Federation and Republic of Sakha, and also the licencing of Alrosa."

4 killed in explosion at Osaka chemical plant. Thursday 24th December, 11:55 AM JST. TOKYO. Four men died in an explosion Thursday at a chemical plant in Osaka, firefighters said. The blast occurred at around 8:50 a.m. at a fluorine compound production plant operated by Morita Chemical Industries Co in Osaka’s Yodogawa Ward. Those who died in the blast appear to be Kazuhiro Hayashi, 47, Tomoyuki Kanazawa, 33, Tatsuya Nakatani, 45, and Keisuke Nishida, 30, police said. The explosion occurred when the four workers were cutting away the top of a chemical tank as part of efforts to clean it. The tank stores a toxic chemical material called borontrifluoride. The firefighters said part of the plant’s roof was blown off in the blast. Two of the four victims were found collapsed on the roof of the third floor while the remaining two were found lying on the ground. Morita Chemical Industries, an unlisted chemical maker based in Osaka’s Chuo Ward, said it produces fluorine compounds for industrial use at the plant. The chemicals are used in semiconductor production and as electrolytic solutions for lithium batteries, it said. Usually, fluorine compounds are unlikely to explode, the company said. Founded in 1935, Morita Chemical Industries produces and sells hydrofluoric acids, fluorine compounds and various other chemicals as well as pharmaceutical products, the company said on its website. The plant is located in a housing-industrial complex some 1.5 kilometers north of Shin-Osaka Station, the Osaka terminal of the Tokaido Shinkansen bullet train line.

LONDON (AFP) - British and Spanish police seized Tuesday at least 1.5 tonnes of cocaine worth more than 400 million euros from a ship off the coast of Spain in a joint operation, officers said. Spanish police boarded the "Destiny Empress" some 322 kilometres off the Iberian coast and thought to be bound for Britain, police said. The former coastguard boat, which had crossed the Atlantic from the West Indies, was taken to port where officers discovered the drug haul worth 375 million pounds, Scotland Yard said. "The searches revealed a consignment of cocaine stored in the hold - with initial measurements suggesting it totals at least 1.5 tonnes," it said. "It is believed that the vast majority of these drugs were destined for London," it said in a statement. Some five people, including crew members, were arrested, a Scotland Yard spokesman said. The operation involved the Spanish National Police, Britain's Serious Organised Crime Agency and the Maritime Analysis and Operations Centre. Detective Chief Inspector Peter Beyer hailed the seizure as a sign of their commitment to tackling drug trafficking. "I would like to thank Spanish National Police whose excellent work ensured the prisoners and drugs were safely secured," he said.

Kazakh Police Say Kyrgyz Journalist Thrown From Building. December 21, 2009. Police have said Kyrgyz journalist Gennady Pavlyuk's hands and feet were bound when he was found unconscious after apparently being thrown from the window of a sixth-floor apartment, RFE/RL's Kazakh Service reports. Almaty City Interior Ministry spokesman Yevgeny Lysenko told RFE/RL that Pavlyuk was found in very grave condition on December 16 and he had masking tape around his hands and feet. He is currently in a coma in an Almaty hospital under armed guard. Doctors have said his condition is very grave. Lysenko said Pavlyuk arrived to Almaty from Bishkek on December 16 and was staying at the Kazakhstan Hotel. Omurbek Tekebaev, the leader of the Kyrgyz opposition Ata-Meken (Fatherland) party, told RFE/RL that Pavlyuk was in the party's offices in Bishkek to discuss details of a joint media project before leaving for Almaty. Pavlyuk is a prominent Kyrgyz journalist of Russian origin. He used to work for the "Vecherny Bishkek" ("Evening Bishkek") newspaper and Russia's weekly "Argumenty i Fakty." He is also the founder of the "White Steamer" newspaper and website. Pavlyuk is the third ethnic Russian journalist from Kyrgyzstan to have been attacked or seriously injured in the past two weeks.

Los pronósticos de bancarrota no se confirmaron. Al contrario. El empresario fue socorrido por el Estado con un préstamo de 4.500 millones de dólares, redujo sus ambiciosos planes de compra y ha logrado un acuerdo para reestructurar 7.400 millones de dólares de deuda con los bancos internacionales. Mientras, el valor de Norilsk Nikel remonta y el empresario Deripaska, más seguro y con una situación financiera más estable, planea la salida de Rusal, la primera empresa de aluminio del mundo, a la Bolsa de Hong Kong.

"Así eran los años noventa, pero pudimos restablecer el orden", afirma Deripaska, que niega tener algo que ver con una trama de lavado de dinero por la que Fernando Andreu, juez de la Audiencia Nacional, le citó en Madrid. Pregunta. ¿Cómo le afectó la crisis?
Respuesta. En lugar de crecer, Rusia ha experimentado una caída de la producción y nosotros tuvimos que congelar y frenar abruptamente muchos programas e inversiones concebidos en función del crecimiento, en el sector del automóvil, en la metalurgia, en la construcción; porque producíamos con exceso para la demanda de fines de 2008 y principios de 2009. Ahora la situación se ha estabilizado. Redujimos gastos, rebajamos precios y nos sentimos bastante seguros.
P. ¿Cuánto durará la crisis?
R. Tres años como mínimo. La crisis lo ha cambiado todo, y en primer lugar el modelo anglosajón de consumismo. La gente calculará de otro modo sus gastos, cuántos metros cuadrados de vivienda, cuántos coches. El mundo occidental será otro dentro de siete años.
P. ¿Ha tocado fondo el paro en Rusia?
R. Creo que el paro continuará aumentando medio año como mínimo, siendo optimista y si la producción se estabiliza, lo que parece ser el caso. Las empresas eficaces, capaces de responder al desafío de la crisis, ya han encontrado el modelo con el que pueden trabajar.
P. En su empresa de producción de componentes de cemento en Pikalevo, en la región de Leningrado, encerraron a una sindicalista en un despacho para que no hiciera preguntas molestas al jefe de Gobierno, Vladímir Putin, cuando éste protagonizó un programa en directo en televisión. ¿Por qué?
R. [Llama por teléfono, aparentemente para enterarse]. La gente simplifica y cree que vendrá un buen zar y decidirá por ellos. Yo intento explicarle que nadie va a decidir por ellos. Estoy en contra de las organizaciones colectivas (como los sindicatos) porque considero que en nuestras condiciones hacen disminuir la responsabilidad y la gente, en lugar de aceptar su propia responsabilidad, intenta utilizar estas instituciones para transferirlas a otros. Se ha simplificado el paso del socialismo a la economía de mercado. En una época muy bella y alegre, [Ígor] Gaidar (el economista y político ruso que lideró la transición a la economía de mercado) acabó con el sistema planificado en un día y no creó nada para sustituirlo, y lo que entonces parecía una ingenuidad se ve ahora como una idiotez. En China se puede ver cómo se hacen las cosas y cómo se crea sin destruir. Cuando recordamos a los líderes de los noventa desde la perspectiva actual, comprendemos que no pudieron crear nada y que apartaron a la gente del analisis sobrio y de la búsqueda de las soluciones correctas. Hablo de los populistas, de los que sin experiencia alguna llegaban al poder y destruían la infraestructura creada durante décadas. La transición se hizo de forma irreflexiva. Toda la perestroika, comenzada por Gorbachov y los dirigentes comunistas, fue una aventura. Primero tendrían que haber modificado las relaciones económicas, porque la gente sufrió mucho y sufre hasta ahora.
P. ¿Acaso no tiene responsabilidad Borís Yeltsin?
R. Yeltsin fue un constructor con una experiencia fenomenal, que entendía el país y hacia donde iba éste. Creo que pasarán 10 años antes de que la gente comprenda lo que se hizo y valore que la transición se hizo sin sangre.
P. ¿En qué se diferencia la economía rusa de otras en Occidente?
R. El mercado financiero es muy débil y el alto coste de los capitales y recursos crediticios frena el desarrollo.
P. Usted reprocha al Gobierno ruso no invertir en infraestructuras.
R. El Gobierno tiene una política presupuestaria muy severa y lucha contra el déficit. Es un error, porque el desarrollo de la infraestructura, carreteras, aeropuertos, ferrocarriles, crearía empleo y nos permitiría un alto ritmo de crecimiento. Tenemos muchas posibilidades de atraer inversiones a estas ramas. El mundo viaja y las rutas entre Corea o Japón y Occidente son hoy muy largas. Hay que desarrollar infraestructura a través de Rusia, reforzar el ferrocarril, aumentar la velocidad.
P. ¿Qué piensa del fomento de la emigración interna para combatir el paro en Rusia?
R. Estoy a favor, pero hay que construir primero. Aquí no hay movilidad regional porque faltan viviendas vacías y la gente no puede desplazarse de una región a otra. Primero hay que estimular la construcción de viviendas, sobre todo en aquellas regiones donde los recursos laborales son deficitarios. Construimos un nuevo complejo industrial en Bogushán, en Siberia, donde hay trabajo para decenas de miles de personas y dentro de 12 años tendremos una nueva ciudad de 70.000 habitantes. Es un proyecto complejo con una inversión de más de 12.000 millones de dólares. En Francia o España es más fácil.
P. ¿Representan los chinos un peligro de expansión demográfica para Siberia?
R. A los chinos les gusta el Sur. No les atrae el frío de Siberia.
P. ¿Frena la corrupción el desarrollo económico de Rusia?
R. No se puede vencer la corrupción con palabras. R. Putin persigue objetivos y trabaja intensamente. A Medvédev lo conozco menos, pero es una simplificación creer que Medvédev y Putin nos indican cómo respirar. Nuestro país es mucho más libre que otras democracias desarrolladas. Si quieres, puedes irte a conquistar Siberia, puedes trabajar y realizarte.
P. ¿Está afiliado a algún partido político?
R. No. Si quiero cambiar algo, lo hago sin partido político.
P. ¿Tienen rasgos comunes los oligarcas rusos?
R. Crecí en un pueblo del sur de Rusia y mis profesores me enseñaron el amor a las matemáticas, la física, la literatura, a pensar y a desarrollarme. Fui a la universidad, hice el servicio militar. Jodorkovski (el ex dirigente de la petrolera Yukos, hoy en prisión), por ejemplo, no hizo el servicio militar y me gustaría saber por qué, y tampoco tenía muy buenas notas. Al volver de la mili, me dijeron que no podían financiar mis investigaciones fundamentales y que me buscara la vida.
Un oligarca es el que utiliza a las instituciones de poder, pero yo a estas instituciones sólo las ayudo y no les pido nada. Si hay que resolver un problema en una fábrica o desarrollar una región, lo hago. Lo único que quiero es que el país se desarrolle y cuanto antes mejor, porque la gente nota que la vida desde la desintegración de la URSS ha empeorado, aunque eso tiene que ver con ellos mismos, porque hasta ahora viven en un mundo paternalista pensando que las cosas les tienen que caer del cielo.
La prensa occidental mide con el mismo rasero a los oligarcas y los asocia con villas y yates, pero hay quien trabaja y hay quien, siendo miembro de las Juventudes Comunistas, buscó el amparo de un buen tío que se lo regaló todo. La prensa no diferencia entre los que trabajan 20 horas al día y tratan de crear algo, y los que lo recibieron todo hecho.
P. Dicen que a usted le gusta la filosofía japonesa.
R. Me gusta el enfoque japonés de la vida y su constante anhelo de perfeccionamiento. El modelo norteamericano está basado en el logro del beneficio a cualquier precio y Rusia es un país cristiano por donde el comunismo pasó con los tanques. En el siglo veinte mi país perdió casi 80 millones de personas, las más activas, pero dos décadas después del fin del comunismo, aún se le hacen constantes reproches. Veremos qué pasa dentro de 30 años, aquí y en Occidente. El tiempo dirá si Rusia puede reencontrarse a sí misma y esto depende en gran parte del éxito económico y de la rapidez en crear condiciones para una vida cómoda.

Mid-air plunge injures 20 on Emirates flight to Durban. Monday, 21 December 2009. An Emirates Airbus A330 en-route to South Africa suddenly experienced a mid-incident injuring 20 passengers on board when the aircraft suddenly went into a plunge.Media reports have recorded eye-witnesses on EK775 from Dubai to Durban reporting a ten second plunge in severe turbulence before the crew were able to get the aircraft back in control. 20 passengers were injured, while 12 were treated on scene, eight were sent to local hospitals with four serious injuries. Three of the hospitalised had spinal injuries while one passenger’s hand was broken. In a statement, Emirates contradicted the claims that the plane dropped for a ten-second window, saying “EK775 from Dubai to Durban encountered a two-second period of severe turbulence prior to descent into Durban. The fasten seatbelt sign was on at the time.” The Civil Aviation Authority of South Africa is currently investigating the incident on the Emirates Airbus A330-200, the same aircraft that was involved in the Air France AF447 crash into the Atlantic Ocean earlier in June this year. Airbus A330s have been investigated over their pitot probes, used to measure airspeed, as it’s now come to light that some probes were not withstanding high-altitude ice crystals and in turn reducing the pilot’s control of the airplane. Emirates is currently not commenting on what caused the mid-air disturbance.

Representatives of more than 90 Dubai World bank creditors on Monday attended the first face-to-face meeting between the company and its banks since it told them to prepare for the restructuring of the $22bn in debts needed to keep it out of the insolvency courts. Creditors were meeting a six-strong co-ordinating committee, including HSBC andRBS, to hear Dubai World sketch out plans for its restructuring, now that troubled developer Nakheel’s $4.1bn obligation on December’s sukuk will be paid off thanks to a $10bn bail-out loan from Abu Dhabi. To meet the government’s terms for further support on the remaining $5.9bn bail-out, Dubai World was expected to ask creditors to freeze debt repayments until May next year. That coincides with maturity on a tranche of its largest single debt, a $5.5bn bilateral loan. But a formal standstill request might not be made at Monday’s meeting. Aidan Birkett, Dubai World’s chief restructuring officer, was expected to lead discussions, but people close to Dubai World said it was too early to expect it to yet have anything substantial to tell the banks. Most creditors have welcomed the calming effect of settling Nakheel’s sukuk, but some believe doing so might mean bank creditors wait longer to be repaid. It is understood the government may help pay back the $1.7bn in Nakheel bonds maturing in 2010 and 2011, but one person involved in the restructuring said the company could still exchange them for new, longer-term securities. Another banker said: “Some banks aren’t happy about the bond being repaid but then when you say, ‘Would you rather Dubai World go into bankruptcy?’ their response is no.” Banks will hope for pledges that Dubai World will continue to pay interest so they can avoid booking exposure as non-performing loans, which would have a significant impact especially on local lenders. Creditors say they expect some indication of how much money the government can pump into the holding company and its subsidiaries, as well as an indication on expected asset sales, if the banks are to take the longer-term view and roll over loans. The introduction of a specialised bankruptcy law for Dubai World is a reminder to creditors that the end-game is a court-driven insolvency process, but the new laws give bank creditors some leverage. If two-thirds of the banks agree to a plan, they could apparently use the court to implement it over the objections of subordinated creditors. Some assets, such as Inchcape Shipping Services, are expected to make a quicker sale than the group’s global real estate assets, many of which are laden with too much debt to recover any equity value until markets recover. Abu Dhabi, which is expected to keep a tighter rein on the bail-out cash, should get first refusal on any asset sales as part of the bargain behind the $25bn of aid extended to Dubai from various institutions in the capital.

The London Stock Exchange has never to date offered trading in shares across Europe. But that is set to change as exchanges and smaller trading platforms fight for survival in a region beset with low trading volumes and stiff competition. The 208-year-old LSE on Monday confirmed a deal to absorb Turquoise, a platform set up just over a year ago by nine of the world’s largest banks in an attempt to force the London bourse to lower its fees. The merged entity will be 60 per cent owned by LSE and 40 per cent by existing Turquoise shareholders. The LSE said it intended to broaden equity participation in the new venture by selling up to a further 9 per cent stake to “other interested parties”, but will retain a majority shareholding in the new venture. Xavier Rolet, LSE chief executive, said in a statement: ”The European marketplace for trading securities has scope to become more efficient and to grow significantly in the coming years. Turquoise’s existing pan-European footprint is a strong proposition and together with the introduction of new trading technology and a neutral structure, we believe it is now well positioned to be an agent of change and to capture a healthy slice of the market’s growth potential.” The LSE said the deal would lead to “significant” cost savings, although it is expected to be dilutive in terms of adjusted earnings per share in the 2011 financial year while the Turquoise and Baikal businesses are combined and developed, and positive from 2012. The exchange will incur exceptional costs of up to £20m in the current financial year, comprising the write-off of legacy technology costs, and other restructuring and integration costs, including contract exit costs It is a remarkable turn of events for a venture that was propelled into existence by the banks’ frustration at the LSE’s reluctance to cut fees or improve services for its biggest customers – those same banks. Taking advantage of reforms by the European Commission in 2007 allowing competition between share trading platforms across the region, the banks launched Turquoise, that was cheaper and faster than the LSE. But the financial crisis turned that upside down. Turquoise captured more than 8 per cent of trading in FTSE 100 stocks at its height, but never made money. European share trading volumes have been pushed lower by the crisis and stayed there, even as indices have been buoyant. The banks, their balance sheets battered, no longer want to fund Turquoise. Mr Rolet has been trying to mend relations with the banks, and relieving them of Turquoise is a step in the right direction. Christopher Morris, director of Aequitas Associates, a consultancy, said: “It is rebuilding goodwill with the banking community that will be the most valuable asset.” The original Turquoise shareholders were UBS, Morgan Stanley, Goldman Sachs, Credit Suisse, BNP Paribas, Société Générale, Deutsche Bank, Merrill Lynch and Citi. Turquoise consists of two types of trading platform. The “lit” order book is where shares are traded largely as they are on the LSE’s public order book, with prices displayed before trades are done. The “dark pool” is where trades are done away from the public order book and prices posted post-trade. This dark pool is to be merged with the LSE’s own nascent dark pool. The LSE thinks that as regulatory scrutiny of dark pools increases on both sides of the Atlantic, there is scope for it to develop a “neutral” pan-European dark pool. Acquiring the “lit” pan-European order book of Turquoise will enable the LSE to compete with NYSE Euronext on continental Europe, and with Deutsche Börse. The German exchange operator recently launched its own pan-European share trading platform called Xetra International Markets, which is expected to expand into the UK early next year. The LSE will make up to £25m in investment over two years. Shares in the LSE opened 1.7 per cent higher to 730p.

The crew say they were told the cargo was oil-drilling equipment and have denied knowing there were weapons aboard,” the Wall Street Journal informs. “A question still unanswered is who organized the weapons shipment. It appears the planners went to great lengths to hide their identities,” the paper stresses. The Guardian, a British daily newspaper, with a reference to its Ukrainian sources states that the plane originally set off from Belarus. It stopped for refueling in Kyiv before flying to North Korea. The newspaper notes that 40 tons of weapons and ammunition were loaded in Pyongyang. As Times Online reports with a reference to Hugh Griffiths, a weapons expert at the Stockholm International Peace Research Institute, or SIPRI, before spring 2009 Il-76 4L-AWA was owned by Kazakh private aircraft company East Wind. Then it was bought by another Kazakh company Beirbas, connected with Serbian arms trafficker Tomislav Damnjanovic. In October this year the aircraft was sold to Georgian company Air West Georgia, and from it was leased by SP Trading Ltd registered in New Zealand. Grifiths states that earlier the plane was owned by one of firms controlled by Viktor Bout, Russian arms dealer who is in Thai prison now.

German teacher stabbed by obsessed pupil. A German teacher was stabbed to death by a obsessed former pupil who placed a GPS tracking device on her car to follow and then kill her. Published: 5:00PM GMT 20 Dec 2009. Chemistry mistress Heike Beyermann, 35, was stabbed 20 times by Gero Schmidt, 21, in the town of Osterholz-Scharmbeck, near Bremen. She was yards from her front door when he struck and a passer-by who came to help was unable to save her. Police said the man had wanted to ask "several thousand questions" of his former teacher and declared his love for her before he attacked. "She had spurned his advances but he was a strange loner, totally obsessed by her," said police. Miss Beyermann was "beloved of her pupils" at a high school in the town where she lived and had previously contacted police because she feared he might try to kill her. A police search of his home at the time turned up gunpowder and fireworks but police felt they had nothing "substantial" to lay charges against him. Schmidt, a corporal in the German army, called police after the murder on Friday and then waited to be arrested. State prosecutor Uwe Picard said he gave his name and spoke lucidly during the call, telling police: "I've killed someone. I've put down my weapon. Please pick me up." During his interrogation, he said he had prepared several questions on various topics which he wanted to put to his former teacher. He told police how he had fixed a GPS tracking device to the teacher's car at about 10am on Friday and used it to follow her to the car park near her home where he confronted her. He also told detectives he had her under surveillance "for some time".

Tributes are flowing for the actress, who died of a heart attack earlier today, aged 32. The Los Angeles Times said Murphy, who starred in such films as 8 Mile and Just Married, was pronounced dead at Cedars-Sinai Medical Centre after going into cardiac arrest. A spokesman for the Los Angeles City Fire Department says officers responded to an emergency call at Murphy's home in West Hollywood at 8.00am (local time).
Murphy's mother, Sharon, discovered the star slumped unconscious in a shower at her home before her husband called emergency services, entertainment website TMZ.com reported. Stars pay tribute: Murphy made her breakthrough in the 1995 feature comedy Clueless, playing a frumpy schoolgirl who gets a makeover from Alicia Silverstone's character. Her last big movie was Sin City. Turquoise is an equities trading platform (Multilateral trading facility or MTF), created by nine major investment banks.
A Multilateral Trading Facility (or MTF) is a multilateral system, operated by an investment firm or a market operator, which brings together multiple third-party buying and selling interests in financial instruments - in the system and in accordance with non-discretionary rules - in a way that results in a contract in accordance with the provisions of Title II of MiFID.1
The formation of an MTF is one of several actions that aims to improve the entrepreneurial environment and ease the access of small and medium sized enterprises to capital through newshare, bond and rights issues.2

The consortium hopes the system will provide dealing services at a 50% discount to traditional exchanges.[1] It is a hybrid system that allows trading both on and off traditional exchanges.[2] The system is advertised as a "pan-European platform that will be based in London."[1]
The banks involved are: BNP Paribas, Citi, Credit Suisse, Deutsche Bank, Goldman Sachs, Merrill Lynch, Morgan Stanley, Société Générale and UBS. The group have selected EuroCCP to provide clearing and settlement services.[3] [4] The group selected Sweden's Cinnober as its trading platform. Turquoise developed a real-time market surveillance system "to capture breaches of trading rules and root out market irregularities." The system is based on the Progress Apama Complex Event Processing (CEP) Platform.[5]
A conceptual description of CEP: Examples of events include church bells ringing, the appearance of a man in a tuxedo with a woman in a flowing white gown, and rice flying through the air. A complex event is what one infers from the simple events: a wedding is happening. CEP is a technique that helps discover complex, inferred events by analyzing and correlating other events: the bells, the man and woman in wedding attire and the rice flying through the air. There are many commercial applications of CEP including algorithmic stock trading, credit card fraud detection, business activity monitoring, and security monitoring[1]. New applications of CEP are emerging as technology vendors find new uses.

LSE set to announce Turquoise deal. LONDON (Reuters) - The London Stock Exchange (LSE.L) is close to agreeing a deal to take control of loss-making trading platform rival Turquoise, The Sunday Telegraph reported, citing sources close to the deal. It is understood LSE, which declined to comment, will take a stake close to 60 percent in the platform and will invest 20 million pounds ($32.4 million) in a deal that could be announced as soon as Monday, the newspaper said. LSE, which said it was in exclusive talks with Turquoise in October, plans to merge its own "dark pools" trading platform Baikal into the business, sources previously told Reuters. Dark pools -- venues for trading shares anonymously away from a stock exchange -- have been gaining market share from bourses, and have sparked concerns from regulators about poor market transparency. Turquoise was launched last year by a group of nine investment banks frustrated by the LSE's refusal to cut fees. While loss-making, it gained about a 7 percent market share. Citi (C.N), Goldman Sachs (GS.N), Credit Suisse (CSGN.VX), Deutsche Bank (DBKGn.DE), BNP Paribas (BNPP.PA), UBS (UBSN.VX), Merrill Lynch (BAC.N), Morgan Stanley (MS.N) and Societe Generale (SOGN.PA) all back Turquoise.

BAGHDAD, Dec 20 (Reuters) - A group led by Royal Dutch Shell , Europe's largest oil company, signed a deal to develop Iraq's Majnoon supergiant oilfield, pledging to spend tens of billions of dollars on the project over the next two decades. Shell, along with Malaysia's state-run Petronas [PETR.UL], won the rights to Majnoon, a major prize near Iraq's southern oil hub of Basra, in an energy auction earlier this month. Mounir Bouaziz, a vice president of Shell Gas and Power, and Abdul-Mahdy al-Ameedi, deputy director of the Iraqi Oil Ministry's licensing office, signed the initial agreement in downtown Baghdad on Sunday. Dec. 20 (Bloomberg) -- Iraq, holder of the world’s third- largest crude reserves, shut its northern export pipeline to Turkey for the third time in two months after an explosion damaged the link. The pipeline connecting the Ceyhan oil export terminal was sabotaged about 180 kilometers (112 miles) north of the capital Baghdad at about 8:30 p.m. local time yesterday, Oil Ministry spokesman Asim Jihad said today. Iraq’s crude exports fell in October to about 1.88 million barrels a day from 1.96 million barrels a day in September after an attack on the pipeline shut the link for about a week. Exports rose to about 1.93 million barrels a day last month. Iraq, dependent on oil for most government revenue, is seeking foreign investors to help boost crude production after six years of conflict and prior sanctions destroyed its infrastructure. The country completed two bidding rounds for oil development rights this year.

Os investidores temem que o problema das dívidas do Dubai corte os lucros dos bancos. "A perspectiva económica ainda é incerta e não sabemos como é que o problema da dívida do Dubai vai afectar os resultados dos bancos", comentou Chamel Fahmy, da Beltone Securities Brokerage, no Dubai, citado pela Bloomberg. O índice DFM da bolsa do Dubai perdeu 2,6% para 1.831,41, um mínimo de duas semanas. Com a queda de hoje, o índice acumula perdas de 13% desde o passado dia 25 de Novembro, quando a ‘holding' estatal Dubai World e uma sua subsidiária do ramo imobiliário propuseram aos credores adiar o pagamento das suas dívidas até Maio de 2010, o que levantou a hipótese do emirado do Dubai entrar em ‘default' e de toda a região do Golfo enfrentar problemas de liquidez.
